The Goal,Policy System and Operation Mechanism of China’s Social Assistance in the New Era

宏观经济社会环境和反贫困形势的变化使得我国社会救助需要进行全方位的改革和调整,才能顺应新时代的需要,并满足人民群众对美好生活的向往。新时代社会救助应坚持弱有所扶的基本发展方向,采取积极的、发展型的救助理念,确立兜底保障与融入发展相结合的制度目标。同时,整个社会救助制度体系需要进一步完善和升级,在破除“救助叠加”现象的基础上,形成兜底保障合力与融入发展合力,并加强与扶贫开发的衔接。此外,还需要对社会救助的运行机制进行优化和创新,强化部门协调和资源统筹机制,完善对象认定和信息核对机制,优化服务递送和质量监督机制,以确保先进的理念目标与合理的制度设计得到高效的贯彻落实。

Changes in the macro-economic and social environment and the situation of anti-poverty have made it necessary for China’s social assistance to carry out all-round reform and adjustment,so as to adapt to the needs of the new era and meet the people’s yearning for a better life.Sticking to the basic direction of“supporting the weak”,China’s social assistance in the new era should adopt positive and developmental value,and establish the institutional goal of combining subsistence security with development.Meanwhile,China’s social assistance system is supposed to form a synergy between subsistence security and development on the basis of breaking phenomenon of repeated assistance,and strengthening the linkage between social assistance and poverty alleviation.In addition,it also needs to perfect the operation mechanism,such as strengthening the mechanism of departmental coordination and resource pooling,improving the mechanism of object recognition and information verification,and optimizing the mechanism of service delivery and quality control,in order to ensure the effective implementation of the advanced concept and reasonable system design.
