基于欧盟经验的长三角城市群科技创新协同发展机制研究

Research on the strategy of scientific and technological innovation of urban clusters in the Yangtze River Delta based on the experience of the European Union

长三角城市群处在区域协同发展的关键时期,借鉴欧盟破解政治版图碎片化的经验举措,将极大促进长三角城市群的高质量一体化发展。文章分析表明,文化的相似性、区域内部经济的相对均衡性以及功能主义政府的建立,是欧盟实现从非政治领域到政治领域高度协同合作的根本原因。长三角城市群可吸收欧盟的发展经验,将科技创新单列出来,优先协同发展,制定政策时亦可根据自身特点,采用平等协商的网络化治理,提高协同政府的主权和运作效率,盘活现有资源,提供多元化的公共服务。

The Yangtze River Delta urban agglomeration is in the key period of regional coordinated development.Learning from the experience and measures of European Union to break the fragmentation of political territory will greatly promote the high-quality integrated development of the Yangtze River Delta urban agglomeration.The analysis shows that the similarity of culture,the relative balance of regional internal economy and the establishment of functionalist government are the fundamental reasons for the European Union to achieve a high degree of cooperation from the non-political field to the political field.The Yangtze River Delta urban agglomeration can absorb the development experience of the European Union,list the scientific and technological innovation separately,and give priority to coordinated development.According to its own characteristics,the network governance of equal consultation can also be adopted when formulating policies,so as to improve the sovereignty and operational efficiency of the coordinated government,activate existing resources and provide diversified public services.
