摘要
2020年开始的“强基计划”是我国探索考试招生制度改革的新举措。通过分析36所试点高校“强基计划”的政策文本发现:在招生办法上,高校设定的招生对象与条件强调高考成绩,招生专业与计划聚焦基础学科,招生考试与录取程序力求细致规范;在培养方案上,设定灵活与个性化的培养目标与模式,制定集合各类学术资源的配套保障措施;在规范管理上,开辟多渠道信息咨询方式,实行招生考试、录取、培养全过程多主体监督举措。36所试点高校的“强基计划”紧密围绕国家战略需求,政策措施遵循教育部的有关规定,政策目标具备较充分的转化条件;但是,在实践中试点高校还需充分认识“强基计划”的价值导向、进一步规范“强基计划”落地的具体措施、处理好政策实施中的诸多问题。
The Strengthening Basic Disciplines Plan started in 2020 is a new measure to explore the reform of examination and admission system in China.Through the analysis of the relevant policy texts of 36 pilot universities in China,it is found that,in terms of admission methods,the college entrance examination results,the admission majors and basic discipline programs are emphasized,and the entrance examinations and admission procedures are detailed and standardized for the admission candidates and conditions;in terms of cultivation plans,flexible,personalized cultivation objectives and modes are determined,with the supporting measures of a collection of various academic resources;in terms of standardized management,multichannel for information consultation are provided,and supervision measures of multibody in the whole process of entrance examination,admission and cultivation are implemented.The Strengthening Basic Disciplines Plans of 36 pilot universities are closely linked to the national strategic needs;the policy measures are in line with the relevant provisions of the Ministry of Education,and the policy objectives have sufficient transformation conditions.However,in practice,the pilot universities still need to fully understand the value orientation of the Strengthening Basic Disciplines Plan,further standardize the specific measures for the implementation of the Plan,and deal with many problems in the implementation of the policy.
