农村集体经济发展路径探索——以湖南省岳阳县为例

Exploration of Path of the Rural Collective Economic Development——Taking Yueyang County in Hunan Province as an Example

随着市场经济的发展,农村经济社会发生了深刻变化,许多地方村级集体经济发展滞后,出现了大量“无钱办事”的集体经济“空壳村”,直接影响农业农村现代化建设和乡村治理体系的构建。当前,农村集体经济发展存在人才缺乏、管理缺位、支持缺失等问题。因此,要聚焦组织建设,打造一支新队伍;创新发展思路,探索一套新模式;完善保障体系,建立一种新机制,以大力发展农村集体经济。

With the development of the market economy,the rural economy structures have transformed deeply,but the collective economic in some rural areas lags behind the development of social,emerging lots of"Empty"s villages where the leaders of village group cannot develop the collective economic on account of lack of money,which affect the rural construction of modernization and the countryside management directly.Currently,there have existed some problems such as lack of talents,management and support for the development of rural collective economy.Therefore,some measures are crucial for building new team by constructing organization,exploring a new set of models to innovate development,establishing a kind of new mechanism to perfect safeguard system,so that developing rural collective economy energetically.
