创新生态观视阈下科技管理模式优化研究

Research on the optimization of science and technology management mode from the perspective of innovative ecological view

创新生态是指以科技创新为内核所形成的一个完整的生态系统,在该系统内,包括科研院所、政府部门、风投公司等多元创新主体。这些创新主体相互之间进行信息、资本、技术等各种要素的交流,共同推进创新生态系统的稳定和高效运行。通过取得创新成果和实现成果转化,各方主体互利互惠,实现共赢。文章首先概述了创新生态观的基本内涵,并基于当前科技管理中客观存在的一些问题,分别从优化科技立项、搭建多元主体参与的创新平台、处理好政府和市场的关系等方面,就如何运用创新生态观优化科技管理模式提出了几点建议。

The innovation ecology refers to a complete ecosystem formed with scientific and technological innovation as the core.Within this system,it includes scientific research institutes,government departments,venture capital companies and other diversified innovation subjects.These innovation subjects exchange information,capital,technology and other elements with each other to jointly promote the stable and efficient operation of the innovation ecosystem.By achieving the innovative results and achieving results transformation,all parties are mutually beneficial and achieve a win-win situation.The article first outlines the basic connotation of the innovative ecological concept.Based on some problems existing in the current management of science and technology,this paper puts forward some suggestions on how to use the aspects of optimizing technology projects,build an innovation platform for participation by multiple subjects,handle the relationship between the government and the market and optimize the scientific and technological management model of innovative ecological view.
