摘要
文章分析目前我国中药材监管存在流通市场混乱且准入门槛低、种植和销售散户监管难、监管队伍专业性不足、监管方式单一等问题,并究其原因而提出对策是:明确中药材和农副产品的属性与界限,弱化审批而加强行政事后监管;完善中药材溯源体系建设,从种植源头和销售终端两头治理市场乱象;加强中药材专业市场建设并提高准入门槛;加强政府与高校的合作,注重监管队伍人才培养和相关人员普法教育。
This paper discusses the deficiencies of the market supervision of traditional Chinese medicine such as chaotic circulation market,low entry threshold,difficulties in the supervision of cultivation and sales retail investors,lack of professionalism for the supervisory team and single supervision mode,analyzes and summarizes the main causes of the problems,and puts forward the following countermeasures:define the properties and boundaries of Chinese herbal medicine and agricultural and sideline products,weaken the examination and approval and strengthen the post-administration supervision,improve the traceability system of Chinese herbal medicine and control the market chaos from the planting source and the sales terminal,strengthen the construction of Chinese herbal medicine professional market and raise the threshold of access,strengthen the cooperation between the government and colleges and universities,pay attention to supervise personnel training and law education popularization for related personnel.
