The Institutional Logic of Public Governance: A Conceptual Framework

从制度建设的角度看待国家治理,不仅是治理研究的一个重要路径,也是中国国家治理实践的一个重要经验和要求。本文从制度视角来理解国家治理,试图提出一个概念性框架来讨论国家治理的制度逻辑。文章结合党的十九届四中全会决定,从制度建设的总体逻辑、发展逻辑、评价逻辑、构成逻辑、组织逻辑、运行逻辑、行为逻辑、改革逻辑八个方面进行论述,并提出一些未来需要研究的问题。

An institutional development perspective is not only an important approach to governance studies, but also an invaluable lesson from, as well as a critical mandate of, China’s governance practices. This article advances such an institutional understanding of governance, attempting to develop a preliminary institutional logic framework. In connection with the decision adopted at the Fourth Plenary Session of the 19th Central Committee of the CPC, this article discusses eight institutional logics of governance: the overall logic, the development logic, the evaluation logic, the composition logic, the organization logic, the operation logic, the behavior logic, and the reform logic. It also raises some future research questions.
