人民代表大会制度是中国共产党领导中国人民经过长期民主探索实践形成的科学制度,是马克思主义民主理论、国家学说同我国社会主义民主政治建设实践相结合的产物,是实践证明了的具有强大生命力和显著优越性的政治制度。人民代表大会制度作为中国特色社会主义制度的基础部分、人民当家作主制度体系的核心内容,在我国政治制度体系中处于根本地位,对坚持人民政治主体地位,实现党的领导、人民当家作主、依法治国有机统一,推进党和国家治理体系和治理能力现代化,具有基础作用和根本意义。坚持和完善中国特色社会主义制度,推进国家治理体系和治理能力现代化,必须以习近平新时代中国特色社会主义思想为指导,顺应坚持和完善、巩固和发展国家制度和治理体系的要求,聚焦党和国家治理体系和治理能力现代化的迫切需要,实事求是和守正创新,坚持党的领导和人民主体地位,侧重治理和注重法治,坚持问题意识和工作导向,注重职能和侧重组织,加快推进新时代人民代表大会制度的创新发展。

The system of people’s congress is a scientific system formed by Chinese people under the leadership of the Chinese Communist Party through long-term democratic exploration and practice.Integrating the Marxist democratic theory and state theory with China’s socialist democratic and political construction,the system has proven to be a political system with great vitality and significant superiority in practice.In addition,as the basic part of socialism with Chinese characteristics and the core of institutions through which the people run the country,the system of people’s congress has an essential position in China’s political system,ensuring that people are masters of the country,uniting Party leadership,the people running the country and law-based governance,and promoting the modernization of China’s system and capacity for governance.To adhere to and improve socialism with Chinese characteristics and advance the modernization of China’s system and capacity for governance,we must be guided by Xi Jinping thought on socialism with Chinese characteristics for a new era,comply with the requirements of upholding and improving the national system and governance institutions,and focus on the urgent need of the modernization of China’s system and capacity for governance.We must seek truth from facts and uphold cultural inheritance and innovation,adhere to the Party leadership and the primacy of the people,focus on governance and the rule of law,remain committed to problem awareness and work orientation,strengthen functions and organizations,and accelerate the innovative development of the system of people’s congress in the new era.
