“垃圾分类”模式创新--以上海市的实践为例

Innovation of Waste Classification Mode——a Study of Shanghai Practice

新时代的社区环保,不仅应该满足人们的基本生态环境要求,更需要通过"环保+"负载其他功能,如社区文化、老龄服务、休憩养生等,使得环境之于人们的意义从"生存必需"上升至"生活必需"。党的十九大报告中,对于生态文明建设的目标指向是"人与自然和谐共生",我们为之奋斗的生态现代化图景是指能够"提供优质生态产品以满足人民日益增长的优美生态环境需要"。这对城市的基层治理和生态环境建设两个层面都提出了全新课题,有必要进行开创性探索。"垃圾分类"作为社区生活中最重要的环保行动,覆盖了全体居民,将通过改变居民的生活方式实现基层环保,是一种能够涵盖最大范围和体现最大价值的环保方式,做好该项工作为特大城市的"精细化"治理提供了思路。

Community environmental protection of the new era should not only meet the basic requirements of ecological environmental protection but also take on further responsibilities via“environmental protection plus”to elevate the importance of environment to people’s daily life.In the Report to the 19th National Congress of the Communist Party of China,the target of constructing ecological civilization is set as the harmonious coexistence between man and nature,and modernization is defined as being able to provide high quality ecological product to meet people’s increasing need of beautiful ecological environment.This has put forward a new topic on urban governance and ecological environmental protection.Waste classification,as one of the most important environmental protection actions in community,achieves environmental protection by changing residents’lifestyle.Its successful implementation can provide valuable insights to refined governance of megacities.
