基层党组织是党的全部工作和战斗力的基础,是实现党的领导的坚强战斗堡垒。新中国70年,基层党组织建设经历了稳步探索、全面恢复发展和创新发展三个阶段。其发展历程表明,必须以党的政治建设为统领,强化基层党组织的政治功能;必须以党的中心任务为目标,推动基层党建与改革发展的深度融合;必须以全面从严治党为导向,建设高质量的基层党员队伍;必须以提升群众组织力为基础,把基层党组织建设成为真正的战斗堡垒。

As the foundation of the CPC party's overall work and combat effectiveness,the Grass-roots Party Organizations are strong battle fortresses for the realization of CPC party leadership.In the course of 70 years since the founding of New China,the construction of Grass-roots Party Organizations has gone through three stages including steady exploration,comprehensive restoration and innovative development.The enlightenment of its development course and experience is listed as follows.Firstly,it is necessary to take the CPC party's political construction as the command and strengthen the political functions of grassroots party organizations.Secondly,the CPC party's central task must be taken as the goal to promote the deep integration of grass-roots party construction into reform and development.Thirdly,to build a highquality grass-roots team of party members,we must be guided by strict and comprehensive CPC party governance.Lastly,it is of necessity to build grass-roots party organizations into real battle fortresses on the basis of enhancing the organization power of the masses.
