公众对警察的信任是国家公信力的重要标志,警察信任决定公安机关执法效力和执法合法性。构建警察信任的目标与新时期全面深化公安改革目标一致,旨在提高社会治安防控水平和治安治理能力,提高人民群众的安全感;提高公安管理效能和服务水平,提高人民群众的满意度;实现依法治国管理下的公安管理,确保严格规范公正文明执法,提高公安机关执法水平和执法公信力。信任警察的人际障碍和制度障碍与民众对政府管理机制的信任密切相关,构建警察信任机制亦需在此基础上用功。

Public trust in the police is an important symbol of national credibility. Police trust determines the effectiveness and legitimacy of law enforcement by public security organs. The goal of building police trust is consistent with the goal of comprehensively deepening public security reform in the new period, which aims to improve the sense of security of the people by improving the level of public security prevention and control and the ability of public security governance, improve the satisfaction of the people by improving the management efficiency and service level of public security and realize the rule of law by ensuring strict, standardized, fair and civilized law enforcement and improving the law enforcement level and credibility of public security organs. The realistic predicament of police trust is closely related to interpersonal trust obstacles and public trust in the government management system, and the construction of police trust mechanism also needs to work hard on this basis.
