摘要
在土地资源紧缺、产业发展转型等多种要求下,深圳城镇化已进入提高发展质量的“下半场”。以留仙洞为代表的深圳重点片区在规划设计阶段采用综合规划方法,将产业与空间两规合一,并结合土地开发模式进行空间布局,制定有较强适应性的开发控制单元控制指标;土地出让阶段遵循单元整体出让原则,探索政府持有创新型产业用房的多元化出让模式;单元开发阶段采用规划统筹下的集群设计模式,形成有创意定制化的街坊开发方案;实施管理阶段,制定质量型开发建设实施细则。就此实现了从整体规划设计到土地出让到单元开发建设到实施管理的全流程规划。
With the background of land resource shortage and industrial transformation and etc.,Shenzhen’s urbanization has entered the“second half”of improving the quality of development.In the planning and design stage,the key area of Shenzhen,represented by Liuxiandong,adopts the comprehensive planning method to integrate industry and space,and combines the spatial layout with the land development mode,so as to establish the control index of development control unit with strong adaptability.In the stage of land transfer,the principle of overall unit transfer should be observed,and the diversified transfer model of innovative industrial houses held by the government should be explored.In the unit development stage,cluster design mode under overall planning should be adopted to form creative customized neighborhood development scheme.In the stage of implementation management,the implementation rules of quality development and construction should be formulated.In this way,the whole process planning including the overall planning and design,the land transfer,the unit development and construction,and the implementation and management can be realized.
