堤(塘)闸工程安全运行标准化管理的实践与思考

Practice and thinking of standardized management for safe operation of gates and sluices of dykes(ponds)

为探索在水利工程管护中引进标准和规范的方式,通过对4种典型堤(塘)、水闸工程安全运行管理的实践分析,认为针对不同堤(塘)闸的工程特点,应因地制宜不断创新和完善标准化管理,满足工程长效运行,才能适应新时代水利发展的需求。运用标准化管理的科学方法,建立最佳秩序,是实现现代水利数字化转型的必然趋势,也是完成水行政部门“机器换人”的必由之路。

In order to introduce standards and norms for waterworks operation and maintenance,practical analysis has been conducted for four types of operation management of gates and sluices of typical dykes(ponds).It is found that standardized management should be improved constantly according to local conditions,in order to meet the requirements of long-term operation in line with features of different dyke(pond)gates,with consideration of the needs of water development in the modern age.Application of scientific methodologies for standardized management should be an inevitable trend to realize digitalization and modernization of the water sector,and also the only way to realize“replacing man with machine”in water administration.
