关于黄土高原大力建设旱作梯田和创新管理机制的建议

Suggestions on dryland terraced field construction in Loess Plateau and innovative management mechanism

黄河流域生态保护和高质量发展成为重大国家战略,在2019年9月18日召开的座谈会上,习近平总书记提出“有条件的地方要大力建设旱作梯田”。本文介绍了黄土高原建设旱作梯田方面已经取得的成效,客观阐述了当前旱作梯田建设中存在着建设标准低、窄幅梯田多,财政投资少且分散、地方配套资金难落实,新修田间道路和生产道路不达标导致水土流失,窄幅梯田不能满足农业现代化需求,目前不少旱作梯田存在撂荒等问题。提出开展旱作梯田普查并制定顶层设计、提高防治标准实现生态和粮食安全、创新管理机制、提高利用效率,结合当前开展旱作梯田相关研究工作,研究对策和建议。

Ecological protection and high-quality development of the Yellow River Basin have become one of key strategies in China.At the symposium held in September 18,2019,General Secretary Xi Jinping highlighted the importance of terraced fields constructed in dry land under certain circumstance.The article introduces the main achievements in soil and water conservation by means of building terraced fields on the Loess Plateau,and objectively expounds the existed problems,such as low standards,more narrow terraces,less and scattered financial investment,and lacking of local counterpart funds.As the newly-constructed field roads and production roads fail to meet the standards,it minimizes the benefits of soil and water loss control.At present,many dryland terrace fields are abandoned because it is too narrow to apply modern technologies.Therefore,the paper proposes to conduct general survey on dry land terraced fields for top-level design,enhance control standards for ecological and food security and innovate management mechanism for efficiency increase.
