中国老年教育政策法规的演化与发展研究 被引量:6

摘要 中国大陆60岁及以上老年人口已超过总人口的六分之一。党中央国务院非常重视以发展老年教育来帮助老年人安度晚年,出台了《老年教育发展规划(2016—2020年)》等一系列文件,各省市自治区也制定相关规划、实施意见等文件。依据1994年以来国家相关部门以及省级部门发布的政策文件来探讨梳理我国的老年教育政策制定的沿革轨迹,并结合“十四五”规划契机,提出老年教育政策制定的基础、老年教育管理体制、老年学校和非学校办学、老年健康与生命教育、经费投入政策、老年教育队伍建设、学习资源购买和建设政策等方面建议。 At present,the elderly population of 60 years and above in China's Mainland has exceeded one sixth of the total population.The Party Central Committee and the State Council attach great importance to the development of elderly education to help the elderly live comfortably in their later years.They have issued a series of documents such as the“Elderly Education Development Plan(2016-2020)”,and various provinces,municipalities and autonomous regions have also formulated relevant planning and implementation opinions.Based on the policy documents issued by relevant national and provincial departments since 1994 to discuss the evolution of China’s elder education policy formulation,and in conjunction with the“Fourteenth Five-Year Plan”opportunity,this paper puts forward some suggestions on the basis for elder education policy formulation,elder education management system,elder school and non-school education,elder health and life education,funding policies,elder education team construction,learning resource purchase and construction policy,etc.
