摘要
新时代,优化创新社区教育供给模式成为提升社区教育公共服务效能的路径选择。网络化治理有助于在不同行动者之间建构起具有平等协商与自我统合作用的新公共服务供给模式。社区教育网络化供给模式由多层面的次系统组成,兼具目的达成、适应、整合与模式维护的基本功能。社区教育联盟本质上是对社区教育供给中多元主体关系及互动方式的现实观照。基于“北京市社区学习服务联盟”个案分析,可以采取强化网络化供给主体的合作基础、加强网络化供给运行的持续性以及健全网络化供给的保障要素等策略,推动社区教育网络化供给模式的构建。
In the new era,optimizing and innovating the supply mode of community education has become the path choice to improve the public service efficiency of community education.Network governance constructs a new public service supply model with equal consultation and self-integration among different actors.The network supply mode of community education is composed of multi-level sub-system,which has the basic functions of goal achievement,adaptation,integration and mode maintenance.In essence,the Community Education Alliance is a realistic view of the multi subject relationship and interactive way in the community education supply.Based on the case analysis of the“Beijing Community Learning Service Alliance”,strategies such as strengthening the cooperation foundation of the network supply body,strengthening the continuity of the network supply operation,and improving the guarantee elements of the network supply can be adopted to promote the network supply model of community education construct.
