浅议南宋林?营治潮州西湖中的公共性特征

The Publicity of Chaozhou Westlake Developed by Lin Biao in Southern Song Dynasty

潮州西湖是古代潮州著名的风景名胜之地,兼具农业水利灌溉功能,是一个复合的风景基础设施,与古代潮州发展息息相关。南宋庆元年间,潮州知州林?对潮州西湖进行了一次山水结合的风景营治。通过运用历史文献分析法,分析了林?营治潮州西湖过程中的申报程序、建设目的、主要建设内容、风景游赏行为等内容。探讨林?在潮州西湖营治过程中所反映的,风景建设的程序合法性来源、公共风景建设和游赏活动、风景建设结合水利灌溉的公共服务内容等公共性特征,认为林?针对潮州西湖的风景营治,是一次古代"公共政治"主导下的风景基础设施建设实践。

Chaozhou Westlake was a famous scenic spot with function of irrigation in the ancient Chaozhou, which was a compound landscape and closely related with the development of the ancient Chaozhou. During the years of Qingyuan in Southern Song, Lin Biao, the prefect of Chaozhou, conducted a landscape development of the Chaozhou Westlake integrating mountains and lakes. Through historic literature analysis, this paper studies the application process, construction intention, the major construction content, the travelling and sightseeing of Westlake developed by Lin Biao. And the paper concludes its publicity characteristic, including the legitimacy of its landscape construction process, the travelling and sightseeing of the public landscape and the landscape development integrated with the public function of irrigation. Further, it implies that the development of Chaozhou Westlake by Lin Biao is a public-politics-oriented practice of landscape infrastructure development in ancient time.
