制度环境视域下高校应急预案建设路径研究

Research on Construction Path of College Emergency Response from Perspective of Institutional Environment

优化高校应急预案建设的制度环境是提升高校应急预案建设质量、稳定教育教学秩序、保障高校良性发展的题中应有之义。高校应急预案建设的制度环境主要包括强制性制度、模仿性制度以及文化认知性制度等三个方面。制度环境视域下高校应急预案建设的路径是"提升应急预案制度的执行能力,发挥制度的强制性作用;拓宽应急预案建设的国际视野,凸显制度的模仿性作用;增强依规建设应急预案的文化认同,彰显制度的文化规范性作用"。

Optimizing the institutional environment of emergency response construction in colleges is a necessity to improve the quality of emergency plan construction,stabilize the order of education and teaching and ensure the sound development of colleges.Its institutional environment mainly includes three aspects:compulsory system,imitative system and cultural cognitive system.From the perspective of institutional environment,the feasible ways to build emergency plan system are as follows:to enhance the implementation ability of the emergency plan system,to play the mandatory role of the system;to broaden the international vision of the emergency plan construction;to highlight the imitative role of the system;to enhance the cultural identity of the emergency plan construction in accordance with the regulations and to highlight the cultural normative role of the system.
