区域合作视野下的东盟高等教育发展研究

On Development of ASEAN Higher Education:A Perspective of Regional Cooperation

东盟与欧盟合作是东盟高等教育发展的重要路径。作为高等教育的发源地与教育发达的地区联盟,欧盟从2015年开始与东盟之间建立了为期4年的区域合作关系,即"欧盟支持东盟高等教育计划"(European Union Support to Higher Education in the Region of Association of Southeast Asian Nations)。借助这一帮扶计划,东盟建立起相对完善的质量保障体系、学分与资格的认证系统以及东盟与欧盟逐级互通的高等教育认证体系。我国高等教育在发展过程中可以有序地、合适地吸收诸如此类的经验,由此来推动高等教育区域合作的发展,同时再结合"它山之石"与自身的特点,建立更加有效的高等教育质量保障体系。

The cooperation between ASEAN and EU is an important path for the development of ASEAN higher education.As the birthplace of higher education and the regional alliance of developed education,EU have established a four-year regional cooperation relationship with ASEAN since 2015,namely,"European Union will support the higher education in the region of Southeast Asian Nations".Through this assistance program,ASEAN has established a relatively more perfect quality assurance system,credit and qualification certification system and a higher education certification system that ASEAN and EU exchange step by step.China’s higher education can absorb such experiences in an orderly and appropriate way in its process of development so as to promote the deepening of regional cooperation in higher education and establish a more effective quality assurance system in combination with"outside the box"and its own characteristics.
