新时代高校思想政治工作问责制的建构,既有其内在的理论性依据和政策性依据,也是不断强化高校思想政治工作实效性的现实诉求。新时代高校思想政治工作问责制实现科学发展,必须从理论架构上对其问责主体、问责客体、问责情形和问责程序做出系统明确。当前,我国高校思想政治工作问责制还存在主体单一、程序缺失等现实问题,对此,教育管理部门和高校要着力促其实现重构,形成新时代高校思想政治工作问责的协同参与机制、信息透明机制、全面嵌入机制和规范操作机制,以期为新时代进一步提升我国高校思想政治工作能力提供机制保障。

The construction of the accountability system of ideological and political work in colleges in the new era has its internal theoretical and policy basis,and it is also a realistic requirement to improve the effectiveness of ideological and political work in colleges and universities.To realize the scientific development of the accountability system of ideological and political work in colleges in the new era,we must make a systematic and clear account of its accountability subjects,accountability objects,accountability situations,and accountability procedures from a theoretical framework.At present,the accountability system of ideological and political work in China’s colleges still has practical problems such as single subject and lack of procedures.In response,education management departments and universities should strive to reshape it and form a collaborative participation mechanism for accountability,Information transparency mechanism,comprehensive embedded mechanism and standardized operation mechanism,with a view to providing a mechanism guarantee for further improving the ideological and political work ability of China’s colleges in the new era.
