摘要
随着流动人口积分政策的进一步细化和落实,流动人口随迁子女积分入学政策具有较强的可操作性和应用性。该项政策的出台有助于打造共建共治共享的教育治理格局,有助于满足流动人口对随迁子女的教育诉求,有助于流动人口的良善治理。然而,积分入学政策在实施过程中存在宣传不到位与认同度降低、部分积分指标设置不合理、优质教育资源供不应求、地方政府动力不足与开放有限等问题。积分入学政策的完善不仅取决于地方政府的政策改进与积极作为,还取决于顶层设计中有关义务教育经费的分担机制以及中央财政转移支付体系等配套措施的建立和完善。
With the further refinement and implementation of the integral enrollment policy for floating population,the integral enrollment policy for floating population’s children with migration has strong operability and applicability.The introduction of this policy will help to build a co governance and sharing education governance pattern,help to meet the education demands of the floating population for their children who move with them,and also help the good governance of the floating population.However,there are some problems in the implementation of the integral enrollment policy,such as inadequate publicity and low recognition,unreasonable setting of some integral indicators,insufficient supply of highquality education resources,insufficient motivation of local governments and limited openness.For a long time in the future,the integral enrollment policy will still be the threshold of"conditional access"for the children of floating population.The improvement of the integral enrollment policy not only depends on the improvement and active action of the local government,but also depends on the establishment and improvement of the supporting measures such as the sharing mechanism of compulsory education funds at the top-level design level and the central financial transfer payment system.
