江苏省三级中医及中西医结合医疗机构中药药事和抗菌药物管理现状调查与分析

Investigation and Analysis of the Current Situation of Chinese Medicine and Antibacterial Drug Management in the Tertiary Traditional Chinese Medicine and Integrated Traditional Chinese and Western Medical Institutions in Jiangsu Province

目的了解江苏省三级中医及中西医结合医疗机构中药药事管理及抗菌药物管理现状,促进合理用药,提升药事服务水平。方法围绕药事管理组织、部门设置、设备配备、规章制度、人员资质、中药饮片管理、抗菌药物管理、合理用药监管等重点内容,采取听取汇报、实地查看、查阅病历和相关资料等方式,对全省40家相关医疗机构进行专项调查。结果该省三级中医及中西医结合医疗机构药事管理组织基本健全,部门设置较合理。但部分机构中药专业技术人员构成比偏低,临床药师缺乏,中药饮片管理制度不完善,中药饮片处方代煎监管力度不足,抗菌药物使用管理水平有待提升,且未进行前置审方工作。结论该省中药药事管理工作有待完善,中医及中西医结合医疗机构抗菌药物使用需按有关规定进一步整改。

Objective To understand the current situation of Chinese medicine and antibacterial drug management in the tertiary traditional Chinese medicine and integrated traditional Chinese and western medicine medical institutions in Jiangsu province,so as to promote the rational use of drugs and improve the level of pharmaceutical services.Methods Focusing on the key contents of the pharmaceutical management,department setting,equipment allocation,rules and regulations,personnel qualification,Chinese medicine decoction management,antibacterial drug management,and rational drug supervision,etc.,a special investigation was conducted on 40 medical institutions in the province by means of listening to reports,on-the-spot inspection,consulting medical records and relevant materials.Results The management of pharmaceutical departments in the tertiary traditional Chinese medicine and integrated traditional Chinese and western medicine medical institutions in the province was basically sound,and the setting of the departments was quite reasonable.However,some institutions had a low proportion of Chinese medicine professional and technical personnel,lack of clinical pharmacists,imperfect management system of Chinese herbal medicine pieces,and insufficient supervision of prescription decoction for Chinese herbal medicine pieces;the management level of antibacterial drug use in these institutions needed to be improved,and no pre-prescription review work had been carried out.Conclusion The management of traditional Chinese medicine in the province still needs to be improved,and the use of antibacterial drugs in traditional Chinese medicine and integrated traditional Chinese and western medicine medical institutions also needs to be further rectified according to relevant regulations.
