产教融合背景下地方本科高校科技成果转化对策及长效机制研究

Research on the Countermeasures and Long-Term Mechanism for the Commercialization of Research Findings in Local Universities under the Background of the Integration of Industry and Education

目前,地方本科高校科技成果转化面临着现有科研评价体制机制不利于科技成果转化,促进科技成果转化的管理机构不健全,促进科技成果转化相关法律法规不完善,未建立风险投资机制等现实问题。借鉴美国、德国高校科技成果转化的成功经验,从创新科技成果转化体制机制、调整科研考核评价体系、创新产学研合作模式、建立风险投资基金等方面采取措施,有助于促进我国地方本科高校科技成果有效转化。

Currently,there exist some practical problems for the commercialization of research findings in local universities. The existing institutional mechanism for scientific research evaluation is not in favor of the commercialization of research findings,management organization to promote the commercialization of research findings is not sound,relevant laws and regulations are not complete,and the venture capital mechanism is not established etc. To promote the effective commercialization of scientific research findings in Chinese local universities,we can borrow the successful experience of commercialization of research findings in universities in United States and Germany,and adopt measures in aspects such as innovating the institutional mechanism for scientific research findings,adjusting the scientific research assessment and evaluation system,innovating the mode of enterprise,university and research cooperation,and setting up the venture capital fund etc.
