Research on the Applicability of PPP Model in the Field of Affordable Housing and Development Proposals

在探讨了政府和社会资本合作(ppp)模式的核心要义以及基本特征的基础上,通过分析ppp模式在国外保障性住房建设中的应用情况,总结出ppp模式在我国保障性住房建设中的适用性和推广经验。结果表明:我国需要细化保障性住房支持政策,政府应更多地给予政策支持,并以法律条文形式予以明确;引导开发企业主动参与保障性住房建设,促进企业可持续发展;以棚改为基础融合多业态发展,使其具有长期运营的基础;最后,商业银行要给予稳定全面的金融保障。

Based on the discussion of the core meaning and basic characteristics of the public-private partnership(PPP)model,the paper summarizes the applicability and promotion experience of PPP model in the construction of affordable housing in China by analyzing the application of PPP model in the construction of affordable housing in foreign countries.The results show that:China needs to refine the policy of affordable housing and the government should implement more re-lated policies for supporting in the form of legal provisions;guide enterprises to take the initiative to participate in the con-struction of affordable housing and promote the sustainable development;in the basis of the shantytown reform and integra-ting the development of various business forms,it has the foundation of long-term operation.Finally,commercial banks should provide stable and comprehensive financial guarantee.
