基于模糊集与改进证据理论的棚改项目融资决策研究

随着棚改项目建设规模的不断扩大,仅靠政府财政投入已难以满足巨大的资金缺口,多渠道融资是解决棚改项目资金问题的有效途径.然而,融资方案的选择面临着程序复杂、涉及范围广、不确定性问题多等难题.鉴于此,构建了1种基于模糊集与改进D-S证据理论的组合融资方案决策模型,该模型有效解决了融资方案优选过程中出现的不确定性问题.最后,通过实例验证了该模型的有效性和适用性,为棚改项目融资方案的决策提供了有益参考.

With the continuous expansion of the construction scale of the shelter reform project,it is difficult to meet the huge fund gap only by government financial investment.Multi-channel financing is an effective way to solve the fund problem of the shelter reform project.However,the choice of financing schemes is faced with many difficulties,such as complicated procedures,wide range of issues and many uncertainties.In view of this,this paper constructs a decision-making model of portfolio financing schemes based on fuzzy sets and improved D-S evidence theory,which effectively solves the uncertainties in the process of optimizing financing schemes.Finally,the validity and applicability of the model are verified by an example,which provides a useful reference for the decision-making of the financing scheme of the shelter reform project.
