应急状态下公立医院的质量与安全管理实践分析

Analysis on Practice of Quality and Safety Management in Public Hospital under Emergency Condition

目的:总结大型公立医院应对突发公共事件的应急管理工作应关注的关键问题和经验,为公立医院应对疫情等突发公共事件提供可靠借鉴。方法:针对2019新冠肺炎这一突发公共事件特点,通过对该突发事件下医院的应急救治管理工作展开全面分析,梳理深圳市第三人民医院在应急状态下的管理工作安排和组织结构设计。结果:该院建立疫情工作专班和成立应急质量与安全管理小组,督导科室工作质量和安全,按应急预案和实践需求采取定期培训,切实落实院感流程,以及剖析现存的关键问题并提出有效的措施。结论:优化的组织架构是提高应急工作效率的关键保障,灵活调配临床诊疗队伍是应急管理的有效举措,规范化科室督导是进一步保障医疗质量和安全的关键内容。

Objective:To summarize the key issues and experience that should be paid attention to in the emergency management of large public hospitals in response to public emergencies,so as to provide reliable reference for public hospitals in response to public emergencies.Methods:The emergency treatment of the hospital under the emergency and in view of the characteristics of COVID-19 and review the management arrangements and organizational structure design of Shenzhen Third People's Hospital was analyzed.Results:The hospital set up a special class for epidemic work and an emergency quality and safety management team to supervise the work quality and safety of the department,also take regular training according to the emergency plan and practical requirements,implement the process of hospital awareness,analyzed the existing key problems and propose effective measures.Conclusions:The optimized organizational structure is the key guarantee to improve the emergency work efficiency,the flexible deployment of clinical diagnosis and treatment team is an effective measure of emergency management,and the standardized supervision of the department is the key content to further guarantee the medical quality and safety.
