美国电子元器件出口管制体系对我国的启示

The Enlightenment of American Electronic Component Export Control System to China

电子元器件作为高速发展的基础元器件,在出口管制中具有重要的地位。国际上对电子元器件的管制范围、管制指标具有一定的共识性。美国现行的出口管制体系,很大一部分是综合了国际上的管制清单与本国的执行法规而构建的。近30年来,我国已经逐步地建立了完整的出口管制制度,但由于我国暂未加入瓦森纳安排,现行的管制清单对两用电子元器件管制力度不足,管制范围远小于美国、英国和日本等国家。分析了美国电子元器件的出口管制制度、管制清单,并结合我国现行电子元器件出口管制法规提出了完善我国电子元器件出口管制体系的启示与建议。

As a basic component of high-speed development,electronic components play an important role in export control.Internationally,there is a certain degree of consensus on the scope of control and control indicators for electronic components.A large part of the current American export control system is built by synthesizing international control lists and national enforcement regulations.In the past three decades,China has gradually established a complete export control system.However,due to the fact that China has not yet joined the Wassenaar Arrangement,the current control list has insufficient control over dual-use electronic components,and the scope of control is much smaller than that of the United States,the United Kingdom,Japan and other countries.The export control system and control list of electronic components in the United States are analyzed,and the elightment and suggestion of improving the export control system of electronic components in China are put forward in the light of the current electronic component export control regulations of our country.
