辽宁省河长制信息管理系统建设的实践与思考

河长制是完善治水体系、保障国家水安全的制度创新,河长制管理信息系统建设项目是推动河长制全面发展的重要组成,也是提高河长制工作的重要技术手段。建设河湖长制管理信息系统,是运用现代信息技术手段加强对河湖的监管、巡查、处置和考核的新手段,为河湖治理保护提供强有力的技术支撑,同时也开拓了社会监督渠道。本文主要介绍了辽宁省河长制信息管理系统的系统构架、系统设计以及PC端、手机APP和微信公众号的设计情况,经过建设实践,对辽宁省河长制信息管理系统建设提出了几点意见建议,可供其他地区的河长制信息管理系统建设参考。

The river chief system belongs to system innovation to improve the water control system and guarantee the national water security.The construction project of the river chief management information system is an important component to promote the comprehensive development of the river chief system and an important technical means to improve the work of the river chief system.The construction of the river(lake)chief management information system is a new means of strengthening the supervision,inspection,disposal and assessment of rivers and lakes by using modern information technology,thereby providing strong technical support for river and lake management and protection,and opening up social supervision channels.The system architecture of river chief information management system in Liaoning Province the system design and PC terminal,mobile phone APP and WeChat public design are mainly introduced in the paper.Several opinions and suggestions are proposed aiming at the river chief information management system construction in Liaoning Province through the construction practice,thereby providing reference for the river chief information management system in other areas.
