生态保护背景下长江航道管理体制探析

A Research of the Yangtze River Waterway Management System under the Background of Ecological Protection

生态保护优先是长江经济带发展的根本遵循,为明确长江航道管理体制改革的进一步方向,通过总结梳理航道管理体制现状,发现强调航道经济价值的法律体系缺乏流域综合性,长江流域管理机制内部各机构权责交叉、主次不明,航道建设、养护活动中生态环境责任较难落实。为此,应尽快制定《长江航道保护法》,明确长江航道管理在流域协调机制中的地位和关系,完善生态航道建设和生态补偿等制度,使长江航道成为长江流域发展的坚实支撑。

Ecological protection priority is the fundamental follow of the development of the Yangtze River Economic Belt.In order to clarify the further direction of the reform of the Yangtze River Waterway management system,by summarizing the current status of the waterway management system,it is found that the legal system that emphasizes the economic value of the channel lacks basin comprehensiveness.Institutional powers and responsibilities are cross-cut,primary and secondary are unknown,and ecological and environmental responsibilities are difficult to implement in waterway construction and maintenance activities.Therefore,the<Yangtze River Waterway Protection Law>should be formulated as soon as possible to clarify the status and relationship of the Yangtze River Waterway management in the watershed coordination mechanism,and improve the ecological Waterway construction and ecological compensation regulations,making the Yangtze River Waterway become a solid support for the development of the Yangtze River basin.
