“全球英国”理念下的英国自贸协定谈判及中英FTA前景展望

Prospect of UK's Free Trade Agreement Negotiation and Sino-UK FTA under the Strategy of“Global Britain”

拓展贸易是“全球英国”战略的核心和首要任务,在当前多边贸易主义受阻、区域贸易保护主义盛行的背景下,英国与欧盟、美国包括其他国家开展的贸易协定谈判将对未来国际经贸规则演变与重构产生重要影响。过渡期内,英国须创建一个“关税边界”,结束与欧盟的“无摩擦贸易”,达成一份类似CETA的自贸协定;英国与美国、英联邦和欠发达国家签订自贸协定也有助于建立英国的全球贸易枢纽地位。中英两国在推进双边FTA谈判方面有着共同的利益和巨大的潜力,但在地缘政治、文化价值观等领域的差异导致谈判存在不确定性,双方应强调务实、开放和共赢的原则,先易后难,以双边投资协定为切入点,逐步在服务贸易、金融开放、“一带一路”、5G和数字经济领域开展全方位合作,共同致力于WTO改革,维护以规则为基础的多边自由贸易体系。

Expanding trade is the core and primary task of the“Global Britain”strategy.Free trade agreement(FTA)negotiation between the UK and others,like EU and USA,will have an important impact on the evolution and reconstruction of international economic and trade rules in the future,when current multilateral trade is blocked and regional trade is prevailing.During this period,the UK must establish a“customs border”and conclude a FTA like CETA to end“frictionless trade”with EU.Signing FTAs with USA and less developed countries is helpful for UK to consolidate the position of global trade hub.Although China and UK share common interest and huge potential in promoting bilateral FTA negotiation,there still have uncertainties due to the differences of geopolitics and cultural value.Both countries should promote bilateral investment agreement at first in accordance with the pragmatic,open and win-win principles.Thus they will gradually carry out all-round cooperation in the areas of trade in services,financial liberalization,the Belt and Road Initiative,5G and digital economy,as well as jointly make efforts to promote WTO reform and uphold the multilateral trading system.
