国外农业农村科技创新政策特征及启示

Characteristics of Foreign Agricultural and Rural Science and Technology Innovation Policies and Enlightenment

文章着眼于我国建设世界农业科技强国的目标,提出了判定世界农业科技强国的主要特征,并在此基础上,分析了世界农业科技强国的农业农村科技创新政策的共性特征,具体包括完善组织体系、以用户需求为导向、加强公私合作、充分发挥政府财政资金的主导与引导作用、瞄准前沿领域进行科技部署、加强职业农民培养、农业科技政策与其他政策联动等,指出了国外农业农村科技创新政策对完善我国农业农村科技创新政策的启示作用。

The article focused on China's goal of building the world agricultural science and technology power,and put forward the main characteristics of judging the world agricultural technology power.On this basis,different types of world agricultural and rural science and technology power were selected,and their common characteristics of agricultural and rural science and technology innovation policies were analyzed,including improving organizational system,user-needs-oriented,strengthening public-private cooperation,and giving full play to the leading and guiding role of government financial funds,aiming at frontier areas,strengthening professional farmer training,and linking agricultural science and technology policies with other policies.Finally,this article put forward some enlightenment to China's improvement of agricultural and rural scientific and technological innovation policies.
