我国新型研发机构现状、困境及对策建议

Development Status,Problems and Suggestions of New R&D Institutions in China

文章首先从我国各地政策入手,梳理了各地新型研发机构的界定与定位,其次,从我国新型研发机构发展的两种轨迹以及发展阶段两方面,揭示我国新型研发机构当前的发展特征,再次,从机构属性模糊不清、顶层政策与协调机构缺位、人才面临外流压力等方面,提出了我国新型研发机构发展亟待关注的普遍问题,最后,在现状与问题分析的基础上,提出了几点相应的对策建议。

Firstly,based on the local policy documents,this paper reviews the definition and position of new R&D institutions in China.Secondly,summarizes the development characteristics of new R&D institutions in China from two aspects of development track and stage.Thirdly,analyzes the problems new R&D institutions in China facing,including the ambiguity of institutional attributes,the absence of top-level policies and coordination agency,the outflow of talents,etc.Finally puts forward some suggestions about the development of new R&D institutions in China.
