摘要
教育公平是人类社会的永恒理想,也是普惠性学前教育的基本理念。我国普惠性学前教育政策旨在从教育供给的公平入手,加强普惠性幼儿园建设,保障学前教育质量。近年来普惠性学前教育改革初见成效,但仍存在政府职责定位不清晰、教育资源配置不均衡等问题。为此,需明确学前教育的价值取向和发展目标,建立“保基本、广覆盖”的学前教育体制;加强学前教育立法,厘清普惠性幼儿园与政府、市场之间的关系;加大财政投入,建立政府、家庭和社会的经费分担机制,以此推进普惠性幼儿园的发展,促进学前教育领域教育公平的实现。
The educational equity is not only the eternal ideal of human society,but also the basic concept of inclusive preschool education.The policy of inclusive preschool education in China aims to start with the fairness of education supply,strengthen the construction of inclusive kindergartens and ensure the quality of preschool education.In recent years,although the reform of inclusive preschool education has yielded initial success,but there are still some problems,such as unclear positioning of government responsibilities,uneven allocation of educational resources and so on.For this reason,it is necessary to clarify the value orientation and development objectives of preschool education,establish a“basic development and wide coverage”preschool education system,strengthen the legislation of preschool education,and clarify the relationship between the inclusive kindergarten and the government and the market,and increase the financial investment and establish a fund-sharing mechanism for the government,families and society,so as to promote the development of inclusive kindergartens and the realization of educational equity in the field of preschool education.
