从疫情防控期系列政策看我国困境儿童福利和保障的新方向

New Directions of Social Protection for Vulnerable Children in China:Evidences from Policies during fight against COVID 19 Period

新冠肺炎疫情发生以来,国家对儿童的生命安全和健康保障高度关注,出台多项儿童救助保障的文件,不仅在特殊时期织密儿童保护网,也为我国今后儿童福利与保护工作指出重点方向。疫情防控系列政策扩展了家庭监护缺失或监护不当等类型困境儿童的内涵,进一步强调了发现和报告是家庭监护缺失儿童开展救助保障的必要前提。此次抗击疫情的经验表明,我国公共卫生应急管理制度须将儿童作为重点保障群体之一。今后我国困境儿童福利和保障工作还需特别关注家庭监护缺失的困境儿童,完善"监测预防、发现报告、帮扶干预"的联动反应机制,提高全社会的儿童保护意识。

Since the outbreak of the COVID 19,Chinese state government has paid close attention to safety and health protection of children and issued a number of national policies in order to secure children’s welfare and benefit,not only weaving a dense child protection network during special periods,but also pointing out the main direction of China’s future child welfare and protection.The experience of fighting the epidemic shows that China’s public health emergency management system must take children as one of the key guarantee groups.In the future,the welfare and security work of children should pay special attention to the children in need of family supervision,improve the linkage reaction mechanism including monitoring prevention,discovery reports,and assistance interventions to improve the child protection awareness of the whole society.
