Construction and Measurement of High Quality Development Evaluation System for the Central Cities in the Yellow River Basin

摘要 构建黄河流域中心城市高质量发展评价体系进行测度,有助于洞悉城市发展过程中的潜在问题与不足。根据高质量发展内涵并结合中心城市特点构建多维度指标体系,从经济结构优化、创新驱动发展、生态适度宜居、资源配置有效、公共服务共享的维度出发,运用熵值法对黄河流域中心城市2013—2017年发展水平进行测度。研究发现:(1)2013—2017年黄河流域中心城市高质量发展水平稳步提升,但上游、中游和下游城市间的发展水平存在较大差距。(2)黄河流域各中心城市在经济结构优化、创新驱动发展和公共服务共享维度上呈现差异较大,在资源配置有效和生态适度宜居维度上呈现差异较小。(3)青岛、西安、郑州在城市高质量发展水平上与其他中心城市的差距正逐渐拉大。黄河流域中心城市应形成功能错位、良性互补、合作分工的发展格局。 Constructing and measuring the high quality development evaluation system of the central cities in the Yellow River Basin is helpful to discern the potential problems and shortcomings in the process of urban development.According to the connotation of high-quality development and the characteristics of the central city,a multi-dimensional index system is constructed.Adopting the entropy method,the paper makes a comprehensive assessment on the development level of central cities in the Yellow River Basin in 2013-2017 from the perspectives of economic structure optimization,innovation driven development,moderately livable ecology,effective resource allocation and public service sharing.The results show that:(1)from 2013 to 2017,the high-quality development level of the central cities in the Yellow River Basin has steadily improved,but the development differences among the cities in the upper,middle and lower reaches of the Yellow River Basin are still existing.(2)Regarding the central cities in the Yellow River Basin,there are great differences in the dimensions of economic structure optimization,innovation driven development and public service sharing,while there are small differences in the dimensions of effective resource allocation and moderately livable ecology.(3)Qingdao,Xi’an and Zhengzhou are gradually widening the gap with other central cities in terms of their high-quality development level.The central cities in the Yellow River Basin should form a development pattern of different function locations,benign complementarity and cooperation.
