乡村振兴下新型职业农民培育政策执行偏差机理分析——基于史密斯执行过程模型

Analysis on Deviation Mechanism of New Professional Farmer Cultivation Policy under rural Revitalization--Based on the Smith Execution Process Model

培育一支新型职业农民队伍是农业农村现代化建设的内生动力。本研究在了解新型职业农民培育政策执行现状的基础上,以史密斯模型为指导,从政策执行本身、执行主体、执行对象、执行环境四重困境出发对新型职业农民培育政策执行过程进行剖析。在农业现代化建设下,破解新型职业农民培育政策的执行困境,亟须优化政策体系,提高执行效率、增强政策认同,完善政策环境。

Cultivating a new professional farmer team is the endogenous power of agricultural and rural modernization.On the basis of understanding the implementation status of the new professional farmer cultivation policy,this study,guided by the Smith model,analyzed the implementation process of the new professional farmer cultivation policy from the perspective of the policy implementation itself,the executor,the object and the execution environment.Under the construction of agricultural modernization,it is urgent to optimize the policy system,improve the efficiency of implementation,strengthen the policy identification and improve the policy environment to solve the implementation dilemma of the new professional farmer cultivation policy.
