数据资源利用与数字经济--来自先行区的经验和思考

Data Resources Utilization and Digital Economy--Experience and Thinking from Pilot Zone

数据作为一种新生产资料,为社会主义先行示范区建设增添新动能。以深圳龙华区先行先试为例,在宽视阈的数字经济认知与实践突围中,龙华推动数字革命依然面临技术与伦理、市场与企业、城市与产业等方面的两难问题。本文梳理国外数字经验后,从战略、法律、政策、伦理等制度层面对完善数字经济进行思考,以期为中国城市科学利用数据资源发展经济社会提供经验参考。

As a new means of production, data added new momentum to the construction of a socialist pilot zone. Take Longhua District, Shenzhen as an example, in wide-field cognition and practice, Longhua’s promo-tion of the digital revolution still faced the dilemma of technology and ethics, markets and enterprises,cities and industries. After reviewing foreign digital experiences, this paper considered the improvement of the digital economy from the strategic, legal, policy, and ethical aspects, and from which expected to providing empirical references for the scientific use of data resources in Chinese cities.
