摘要
临港工业是沿海地区经济发展的重要引擎之一,随着工业污染问题对区域经济影响的日益加剧,如何推动临港工业区域实现绿色发展成为了众多学者的重要研究课题之一。本文将宁波镇海区作为临港工业区的典型并以此为研究对象,在分析现有文献的基础上,选择合理的效率评价指标,基于1991-2018年镇海区投入产出的数据,利用超效率SBM模型测算了镇海区历年来的绿色发展效率,并用VECM模型分析了不同影响因素对绿色发展效率的影响。结果表明:镇海区的绿色发展效率总体不高,仍有着较大的改进空间;镇海区的规模效率较高,改善区域绿色发展效率需要通过技术进步;产业结构、区域经济发展水平和科技投入水平对区域绿色发展效率有着积极影响,环境规制对区域绿色发展效率有着消级影响。
Harbor industry is one of the important engines of coastal economic development. With the increas-ing impact of industrial pollution on regional economy, how to promote the green development of harbor indus-trial area has become one of the important research topics of many scholars. Ningbo Zhenhai this article as a typical form of harbor industrial area as the research object, based on the analysis of the existing litera-ture, selecting rational efficiency evaluation index, based on the Zhenhai input and output data from 1991 to2018, using the super-efficiency SBM model to measure the efficiency of Zhenhai in green development, and VECM model analyzes the different influence factors on the efficiency of the green development. The results show that the efficiency of green development in Zhenhai district is not high on the whole, and there is still a large space for improvement. The scale efficiency of Zhenhai district is high, so the improvement of regional green development efficiency requires technological progress. The industrial structure, the level of region-al economic development and the level of science and technology investment have a positive impact on the effi-ciency of regional green development, and the environmental regulation has a negative impact on the efficiency of regional green development.
