摘要
"抢人大战"是中国人才市场的新现象,众多城市将人才列入影响地区经济社会发展的战略性议题,纷纷制定并出台"人才新政"。选择2014-2019年制定出台"人才新政"的城市为样本,通过事件史分析模型进行实证研究,发现当前"人才新政"具有纵向传递和横向竞争相结合的扩散模式,在国家战略指引下的行政推力、新旧动能转换中的发展压力和土地财政依赖下的内生动力对当前中国地方人才政策创新扩散有显著正向作用,并据此提出基于城市比较优势合理分配政策的注意力、优化制度环境重视人才工作的"关键小事"、运用大数据等技术创新人才评价机制等政策建议,旨在打造"引"才、"留"才和"用"才的全流程多主体激励体系,为地方政府制定优化人才发展政策提供参考。
The"talent war"is a new phenomenon in China's talent market.Many cities have included talents as strategic issues affecting regional economic and social development,and have formulated and promulgated a"new talent policy."The paper selects the cities where the"New Talent Strategy"was formulated from 2014 to 2019 as a sample,and conducts empirical research through an event history analysis model.It is found that the current"New Talent Strategy"has a diffusion mode combining vertical transmission and horizontal competition,and the administrative thrust under the guidance of national strategy,the development pressure in the conversion of old and new kinetic energy and the endogenous motivation under the dependence of land finance have a significant positive effect on the current diffusion of local talent policy innovations in China.Based on this,it proposes policy suggestions such as the reasonable allocation of policy attention based on city comparative advantage,the optimization of institutional environment to attach importance to"key small matter"of talent work,and the application of big data and other technical innovation talent evaluation mechanism as to construct a multi-subject incentive system for the whole process of introducing,retaining and using talents,and provide a reference for local governments to optimize the talent development policies.
