摘要
拆迁重建和就地整治,是中国长期以来城中村治理的两种主要模式,但各自存在严重弊端。目前中国正在开展利用集体建设用地建设租赁住房试点,城中村符合公共租赁住房的区位要求,发展公共租赁住房符合城中村的治理方向。利用集体建设用地发展公共租赁住房应当与城中村治理相结合,以发展公共租赁住房带动实现城中村基础设施、公共服务、村庄格局及治安等方面的综合治理。同时,应当出台一系列以发展公共租赁住房带动实现城中村治理的具体制度。
The reconstruction and the local renovation are two main modes for the governance of the village inside city in China for a long time,but each of them has serious drawbacks.At present,China is carrying out a pilot project of building renting housing with collective construction land,the village inside city meets the location requirements of public rental housing,and developingpublic rental housing is accordwith the direction ofthe governance of village inside city.The development of public rental housing on collective landshould be combined with the governance of the village inside city,so as to develop public rental housing to drive the comprehensive governance of basic construction,public service,village pattern and public security of the village inside city.And China should publish a series of specific systems to encourage this.
