关切式参与对妇联组织替代性困境的作用空间探讨

The Discussion on the Effect of Concerned-based Participation to the Alternative Dilemma of Women's Federations

妇联的多重制度逻辑造成组织目标的分散性,妇女群众的身份拓展和群体分化,产生了动摇妇联桥梁作用的张力,党和政府社会治理能力增强以及社会组织发展壮大对妇联形成巨大的竞争压力。在内外因素作用下,妇联的组织网络面临着替代性困境。如何突破这一困境?以妇女群众的公共关切为驱动、更具“批判性公民”色彩的关切式参与,是一种行动方向。调查发现,妇女群众高度关注子女教育、普遍注重自身综合素质提升、仍然重视婚姻家庭关系,对依据公共关切设计的项目表现出更高的参与意愿和满意度。运用关切式参与的逻辑与方法,以妇女群众公共关切为导向的项目设计,可以逐步确立妇联组织的竞争性优势,增强妇女群众对妇联的信任,进而突破替代性困境。

The multiple institutional logic of the Women's Federation leads to the dispersion of organizational goals.The bridge and tie roles of the Woman's Federation is being weakened by the conceptual extension and differentiation of women.The improvement of the party and government's social governance capabilities and the growth of social organizations have created tremendous competitive pressure on the Women's Federation.Under the influence of internal and external factors,the organization of the Women's Federation faces an alternative dilemma.How to break through this dilemma?Concern-based participation which is driven by the women's public concerns and"critical citizenship"maybe are a new direction.Investigation found:women pay attention to children's education,personal quality,marriage and family relations,showing a higher participation and satisfaction to these activities.Using the logic and method of concern-based participation to design project,we can gradually establish the competitive advantages of Women's Federation,improve women's trust to Women's Federations,and then break the alternative dilemma.
