摘要
在国家大力优先发展公共交通背景下,公交站场的建设却存在着一系列问题,成为交通发展中的短板。对公交场站进行综合开发,有望使其脱离目前的困境。在公私合营的背景下对BOT、BT、TOT、TBT、BOOT等5种常见的投融资模式进行研究,得出BOT模式更适宜进行公交场站综合开发的结论,进而对BOT模式下具体的开发工作流程与参与主体职责定位进行分析。
Under the background of our country′s vigorous development of public transportation,there exist a series of problems in the construction of bus stations,which have become shortcomings in the transportation system.The comprehensive development of bus stations is expected to exterminate the current predicament.In the context of public-private partnerships,this paper researches into five common investment and financing models such as BOT,BT,TOT,TBT,and BOOT,and concludes that the BOT model is more suitable for the comprehensive site development,and then analyzes the specific development workflow and the responsibilities of the participants under the BOT mode.
