我国“十四五”电力发展规划中煤电环境保护要点分析 被引量:10

摘要 根据新时代要求以及习近平总书记"四个革命、一个合作"的重大能源战略思想为指导,提出"十四五"电力规划中能源方面的核心与根本性原则。结合我国"十二五"和"十三五"期间电力结构发展趋势,从电力装机结构、发电量构成、煤炭消费行业趋势以及"十三五"电力规划目标执行情况等四个方面,预测我国"十四五"期间煤电将仍然是电力主力。并进一步预测我国"十四五"期间电力装机要增长5亿kW左右,装机规模将达到25.0~26.0亿kW,其中,煤电约有1.5亿kW增长空间,达到12.5亿kW,占总装机48.1%~50%。因此,为保障国家能源安全以及电力科学发展,从环境保护的角度,提出"十四五"期间我国煤电环境保护的控制重点,并对三氧化硫、氨、重金属等非常规污染物从污染防治技术政策、排放控制标准、控制技术路线、工程示范四方面提出"十四五"期间煤电环境保护要点及政策建议。 According to the requirements of the new era and strategic thought of"four revolutions and one cooperation",four main principles of 14 th Five-Year Plan of power sector,including core and root of power sector plan and so on,have been put forward.Combined with the development trend of China’s power structure during the 12 th Five-Year Plan and 13 th Five-Year Plan,it is predicted that coal power will remain the main power source during the 14 th Five-Year Plan from the following four aspects:the installed power structure,the composition of power generation,the trend of coal consumption industry and the goals implementation of 13 th Five-Year Plan of power.It is further predicted that China’s installed power capacity will increase by about 5×10^8 kW during the 14 th Five-Year plan period,and the installed power capacity will reach 25×10^8 kW^26×10^8 kW.Of that,There is room for about 1.5×10^8 kW of coal power,which will reach 12.5×10^8 kW,accounting for 48.1%to 50%of the total installed capacity.So in order to ensure the energy security and electricity science development,some key points and policy suggestion have been put forward from the point of environmental protection and the sulphur trioxide,ammonia,heavy metals and other non-conventional pollutants should be controlled from pollution control technology policy,emission control standards,control technology,and engineering demonstration and so on.
