摘要
20世纪80-90年代,面对DRAM核心技术受制于人的困境,韩国通过出台发展DRAM的专门战略规划、加大DRAM研发投入、构建官产学研发联合体并联合实施超大规模集成电路技术共同开发计划等措施,成功实现DRAM关键核心技术突破。文章重点分析了韩国突破DRAM关键核心技术的典型案例,从体制机制、组织模式、政策措施方面剖析了韩国发展DRAM技术的实践经验,以期为我国加强IT领域关键核心技术研发,早日实现技术突破提供参考和借鉴。
In the 1980s and 1990s,faced with the dilemma of DRAM core technology being controlled by people,South Korea introduced a special strategic plan for DRAM development,increased DRAM R&D investment,built an official industry-university R&D complex,and jointly implemented a joint development plan for VLSI technology And other measures to successfully achieve breakthroughs in key DRAM core technologies.This paper focuses on the typical cases of South Korea's breakthrough in the key core technologies of DRAM,and analyzes the practical experience of South Korea's development of DRAM technology from the aspects of system mechanism,organization mode and policy measures,in order to provide reference for China to strengthen the research and development of key core technologies in the IT field and achieve the technological breakthrough as soon as possible.
