自由贸易港中心性评价指标体系构建研究--以福州自贸区为例

The Construction of the Index System of the Central Evaluation of Free Trade Port as Cased by Fuzhou Free Trade Zone

借鉴国内外先进自由港区的建设经验,采用灰色关联熵分析法,从市场、交通和行政三个方面构建自由港的中心性评价指标体系,选取福州市2007-2018年相关数据对其中心性进行测算,并根据熵关联度的对比结果,对自由港的功能选择进行合理规划。研究结果表明:在构建自由港中心地的三个条件中,市场条件和行政条件比交通条件更重要,而在市场条件和行政条件中,行政必须占主导。启示在自由港的构建中政府应对适度政策引导、合理规划和保证市场有效的相关因素高度重视。基于此,建议政府加强自由港建设的规划设计和政策引导,利用市场机制促进资源要素的自由流动,提高其配置和利用效率;有效改善营商环境,注重向法律、规则等制度型开放转变;以科技创新为驱动提升我国全球供应链水平。

Drawing on domestic and foreign experience in the construction of advanced free ports,the paper uses the grey relational entropy analysis method to construct the central evaluation index system of free port from three aspects:market,traffic and administration.The centrality of Fuzhou free port is calculated by selecting the relevant data from 2007 to 2018,and the function selection of free port is reasonably planned according to the comparison results of entropy correlation degree.The results show that the market and administrative conditions are more important than the traffic conditions in the three conditions of the construction of the free port,and the administration must be dominant in the market and administrative conditions.The inspiration is that in the construction of free port,the government should pay high attention to the relevant factors of moderate policy guidance,reasonable planning and market effectiveness.On the basis of this,it is suggested that the government should strengthen the planning,design and policy guidance of free port construction,use market mechanism to promote the free flow of resource elements,improve their allocation and utilization efficiency,effectively improve the business environment,pay attention to the transformation to legal,rule and other institutional opening;and take technological innovation as the driving force to improve the level of Chinese global supply chain.
