产权安全感知对林地流转的影响研究

A Study on the Influence of Property Right Security Perception on Forest Land Circulation

基于福建省500户农户的调研数据,采用IVProbit模型和IVTobit模型实证分析产权安全感知对林地是否流转和林地流转面积的影响效应。研究结果表明:产权安全感知变量对农户林地转入可能性和林地转入面积均具有显著的正向影响;农户是否为村干部变量对林地是否转入的估计系数显著为负;村到乡镇的距离变量对林地是否转入和林地转入面积均具有显著的正向影响。因此,为了促进林地规范有序流转,应进一步深化集体林权制度改革,明晰林地所有权,稳定农户的承包经营关系,强化农户林地流转合同意识,保护农户在林地流转过程中的合法权益。

⑴Background——Forest land property security is an important factor affecting forest land circulation.Therefore,strengthening the safety of forest property rights has become the key and difficult to promote the effective and rational circulation of forest land.⑵Methods——Data from the related survey of 500 farmers in 10 counties(cities)in Fujian province in 2017.In view of the endogenous problems between the property right security perception and the forest land inflow behavior of farmers,the IVProbit and IVTobit models of tool variables are used to examine the influence mechanism of property right security perception on forest land investment and forest land circulation,respectively.⑶Results——First,the estimation coefficient of the perceived variable of property right security to the possibility of forest land transfer is positive,which is significantly at the level of 1%.At the same time,the perceived variable of property right security has a positive impact on the area of forest land transfer at the level of 5%.Secondly,the age of the head of household has no significantly negative effect on whether the forest land and the area of the forest land are transferred in or not.In addition,the education level has no significantly positive effect on the behavior and area of forest land transfer.Whether the farmers are village cadres or not has a negative effect on the transfer of estimation coefficient about the forest land and the area of the forest land,which is positive at the level of 10%on whether the forest land is transferred.Third,the number of family labor has no significantly positive impact on the forest land transfer behavior and forest land transfer.Moreover,the level of family income has no significantly negative impact on the transfer probability of forest land and forest land transfer,but has no significantly positive impact on forest land transfer.The more long-term migrant workers,the less the number of forest related labor force,the smaller the probability and scale of forest land transfer.Fourth,the forest land area has a positive effect on the probability of the forest land transfer,but it is not significant,and the forest land area has a positive effect on the area of farmers'forest land transfer at the level of 1%,while the number of forest land has a negative effect on the possibility of farmers'forest land transfer,but it has a negative effect on the area of forest land transfer,and the distance between the forest land and the family is not significant.Furthermore,the average distance between the forest land and farmer's home has no significantly negative effect on whether the forest land is transferred into the area.Finally,the distance from village to town has a significantly positive impact on whether the forest land is transferred into the area.⑷Conclusions and Discussions——The higher the level of farmer households'perception of property rights security,the higher their expectations for the future benefits of the forest land they manage,thereby increasing the enthusiasm of farmers to switch to forest land.Strengthening respect and protection of farmers'rights and interests is conducive to creating a stable operating environment and an orderly circulation environment.The exercise and protection of property rights will increase farmers'exclusive capacity,help stabilize farmers'forestry income,reduce the exclusive cost of forest land property rights,and ultimately increase the expectations of farmers'forest land income and circulation income.First of all,it's advisable to deepen the reform of the collective forest right system,further clarify the ownership of the forest land,empower the forest farmers broader rights of contracted management,and stabilize the contracted management relationship of the farmers,as well as entitle the farmers complete rights of the use of the forest land from the formal legal level and encourage and guide the standardized and orderly circulation of the collective forest right.Secondly,in the new round of collective forest right system reform,it's urgent to improve farmers'awareness of forest land circulation contract,actively guide farmers to sign formal written circulation contract in the process of circulation and reduce disputes caused by irregular circulation.
