当前档案工作中分布着模拟态、数字态、数据态三种形态的档案信息资源,凭证价值、情报价值、文化价值对应着档案信息资源开发与利用的三个层次。大数据环境下,要实现对档案信息资源的有效开发不能只局限于满足长久保存、实现检索和利用的需求,必须要向数据化方向发展。政府部门、档案馆(公共部门)和市场主导的档案信息资源开发模式各有优劣,平台+数据挖掘模式、技术框架+用户画像两种技术开发模式也各有侧重。经分析,政府部门对档案信息资源开发进行规划、监督和规范,档案馆(公共部门)提供技术服务,协同市场开展档案信息资源开发工作是比较优质、高效的档案信息资源开发模式。

There are three forms of archive resources at present,which are analog state,digital state and data state.Voucher value,intelligence value and culture value are three levels of the archive information resources development and utilization.In the big data environment,to make full use of archive information resources,it should not only satisfy the needs of long-term preservation,retrieval and application,but also develop toward the direction of archive digitization.Development modes of archival information resources led by governments,archives(public departments)and markets have their own advantages and disadvantages,while the platform with the data mining mode and the technical framework with user portrait mode also have their own emphases.Depending on the analysis of different modes,it was showed that the government planning,supervising and standardizing,while public archives providing technical services and consultations,coordinating with the market,is a high-quality and efficient mode.
