健康中国视角下财政转移支付对医疗卫生基本公共服务均等化的效应研究

Effects of Fiscal Transfer Payment on the Equalization of Basic Public Service in Health Care from the Perspective of Healthy China

十九大报告中明确提出"实施健康中国发展战略",将人民健康作为保障和改善民生的核心内容,放在优先发展的战略地位。医疗卫生基本公共服务是整个公共服务体系中的核心内容,人人享有均等化的医疗卫生基本公共服务是中国医疗卫生体制改革的重要目标,而财政转移支付是实现各地区医疗卫生基本公共服务均等化的重要制度安排。从中国医疗卫生基本公共服务供给的现状出发,实证探究中国财政转移支付对医疗卫生基本公共服务均等化的效应,深入分析现阶段中国医疗卫生基本公共服务存在的突出问题,从而提出健康中国视角下医疗卫生基本公共服务均等化的实现路径。

The report of the 19 th CPC National Congress clearly stated that"the implementation of a healthy China development strategy"will put people’s health as the core content of safeguarding and improving people’s livelihood,and will put it in a strategic position of priority development.The basic public service in health care is the core content of the whole public service system.The basic public health service for everyone’s equalization is an important goal of the reform of China’s medical and health system,and fiscal transfer payment is an important institutional arrangement to achieve equalization of basic public health service in various regions.Based on the current situation of basic public service provision of health care in China,this paper empirically explores the impact of China’s fiscal transfer payment on the equalization of basic public service in health care,and deeply analyzes the outstanding problems in the basic public service of health care in China at present,and also proposes the realization path of equalization of basic public health service from the perspective of healthy China.
