新时代河南农村加强社会管理创新具有理论依据和现实根据。中国共产党社会管理思想从“社会管理”到“社会治理”的创新是新时代河南农村社会管理创新中农村社会治理的逻辑起点。河南农村乡风文明治理与河南农村社会治理具有逻辑必然性。为解决河南乡村文明治理在理念、格局、体制、对象上存在的问题,需要我们坚持以人民为中心的治理理念,不断完善党委领导、政府负责、社会协同、公众参与、法治保障的社会治理体制,继续完善农村基本公共服务体系,营造乡风文明治理的优质环境。

There are many theoretical and practical bases for the strengthening framework of social management innovation in Henan countryside of the new era.The innovation of CPC’s social management ideology ranging from“social management”to“social governance”is the logical starting point of Henan rural social management innovation system in the new era.As well,the governance of local custom civilization and rural society in Henan province has its own logical inevitability.To solve many obstacles commonly found in Henan’s rural civilization governance in terms of its concept,pattern,system and object,we need to insist on the governing ideas of the people as a whole center.In addition,we should continuously improve our social governance system from all the following aspects such as party committee’s leadership,government responsibility,social coordination,public participation and legal guarantee system,while keeping a close eye on the creative work of a high-quality environment including the basic rural public service system and the local civilized governing manner in Henan’s countryside.
