内地城市多民族社区警务的实务与理论——基于北京海淀龚村多民族社区警务的探索

Practical and Theoretical Explorations on Multi-ethnicCommunity Policing of Interior Cities:Based on the Pioneering Work of Gong Village in Beijing Haidian District

为有效适应改革开放新时期各民族跨区域大流动空前活跃新趋势,积极贯彻落实中央有关民族工作重要战略部署,内地城市需要做好人口承接工作,对公安机关而言,首要的即是要做好社区警务。北京海淀龚村多民族社区警务模式,从多民族社区建设“促进民族团结融合”的内在要求出发,将“民族工作”寓于“警务工作”之中,形成了一套具有多民族社区特色,包括指导思想、工作战略、工作思路、工作机制、工作方法等在内的工作模式,取得了“民族工作”和“警务工作”双重发展良好效果,为新形势下做好民族社区警务工作做出了示范。龚村社区警务成功的启示主要是,应从政治高度认识多民族社区警务,正确把握多民族社区警务“民族工作”与“警务工作”双重属性,要在心理上深度融和,实现感情和心理上的“互嵌”,应构建以社区警务站为中心的多方聚合的工作机制。此外,深化对消除狭隘民族观念、宗教去极端化等问题的理论认识,对于做好民族社区警务亦具有重要意义。

It is imperative for interior cities to do a good job in population undertaking in order to effectively adapt to the active cross-regional population mobility of the minority ethnic groups and carry out the relevant minority ethnic policies and strategies.The primary task for the public security organs is to do community policing well.Community policing in the Gong village in Beijing Haidian district has formed a model with multi-ethnic features including the guiding ideology,strategy,idea,mechanism,and methods,which integrates ethnic work and policing and provides some beneficial experiences.Multi-ethnic community policing should be valued with political significance.Its dual attribute of ethnic work and policing work should be grasped correctly.Emotional and psychological embedded should be realized with deep integration.The work mechanism with multiple cooperation and police station-centered should be built.In addition,deepening the theoretical understanding of eliminating narrow ethnic concepts,religious extremism and other is also of great significance to do a good job in multi-ethnic community policing.
